You qualify if: (1) Your electric bill must be at least $50 per month in a place where you can choose your electricity provider. aka a deregulated market. AEP, Center Point, Oncor or TMNP). (2) You must own your home. The program is not available to renters. (3) You've had no bankruptcies or repos in the last 2 years.
